Technical Energy Consultants (TEC) is a rapidly growing company, offering high quality Regulatory and Insurance compliance for your Loading Methods.
What can TEC do for you?
We at TEC are acutely aware of the issues of retaining and maintaining key Insurance standards and Health & Safety compliance, by ensuring your Loading Equipment is Serviced, Repaired and very importantly carrying out the Testing of Counterbalance Equipment to all major Insurance company standards.
As you are most probably aware, legislation is in place which specifies the requirements for loading systems, particularly the access to the top of tankers via stairs and also the use of top and bottom Loading Arms.
You may find that your loading methods do not meet the criteria for compliance. This in turn will render your insurance invalid.
How do TEC ensure your compliance?
We will initially assess your loading areas, in particular counterbalanced systems which include the folding stairs (with Safety Cage), and top and bottom loading arms.
When these items were first provided, they would have been preset at a user level which allowed them to be used by the individual operative with comparative ease and without concern of injury to the user. Regular use causes the equipment to wear and, as a result, becomes increasingly more difficult for the operative to use without risk of injury to themselves or damage to equipment.
TEC are able to rectify this problem.
Ø In the first instance we are able to test the counterbalance system and provide documentary evidence of the equipment’s failure to meet the minimum regulatory and safety standards.
Ø Upon providing you with the results, we can together plan for regulatory compliance.
Ø Where your equipment is in need of replacement, we will source new folding stairs (with attached safety cage), and where required, top and bottom loading arms.
Ø We can modify your top loading gantry to a modern bottom loading skid configuration.
Ø We will then install the equipment, test and commission to Lloyds of London standard, providing you with compliance documentation for yourself and your insurers.
At TEC, we test, service and repair programme for regulatory compliance.
We will enter into a test, service and repair programme, (which includes regulatory 6 month testing requirement) for compliance under The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER), in particular Regulation 9.
Each piece of equipment will be labelled with its own unique reference number. The counterbalance system will be tested and the result of this test will be recorded and photographed. All other items covered within our agreement will also be checked to ensure they meet the required standards and only when this is done will documentation be issued to confirm that your equipment conforms to the requirements of the legislation.
TEC – Training Providers
To comply with Health and Safety Regulations, employers are required to ensure employees receive training in the use of equipment. Unfortunately, there has been a growing trend of injury to users and damage to equipment, primarily the result of a training need.
Official HSE figures for the 2004 / 2005 show the human and economic cost of “Fall from vehicle incidents”. This figure was somewhere in the region of over £36.5 million! The incidents often result in serious injuries, which keep skilled people, such as drivers, off work for many weeks. This in many cases necessitates having to use agency workers hired at a premium rate and delay in deliveries. More than 75% of “fall from vehicle incidents” occur during loading and unloading activities.
To this end, TEC provide a full training programme for operators and operatives alike. This course introduces operatives to the use and operation of the tanker loading facilities, by correct use of the folding Stairs (with Safety Cage) and both top and bottom loading arms.
The course is primarily intended for drivers using the facility on a regular basis, either employed or sub-contracted. Operatives within the company and those who have no experience of the correct use of the folding stairs (with Safety Cage), Top and Bottom Loading Arms, will also require a basic understanding of the procedural use.
The intention is that all operatives will be able to use the facility safely and efficiently.
